Job Description
DESIRED QUALIFICATIONS
EDUCATION
1. Collegiate education required, minimum of B.A. Level.
2. Degree in economics or business a strong plus.
3. Computer proficiency in: MS Word, MS Excel, MS Power Point.
PRIOR WORK EXPERIENCE DESIRED
1. Fluency in translating and interpreting English/Sinhala and Sinhala/English
2. Demonstrated ability and experience in working with government officials, particularly in the Ministry of Finance and Planning and local offices of the international organizations (World Bank, IMF, USAID, EU)
3. Experience in administration and office management
4. Experience in organizing meetings, seminars, and conferences.
5. Experience in project management a plus.
6. Minimum 3 to 5 years of professional experience.
LANGUAGE PROFICIENCY
1. Professional fluency in written and spoken English and Sinhala
2. Ability to translate complex technical, financial and economic documents
KNOWLEDGE
1. Sufficient knowledge of finance and accounting to be able to discuss subjects with advisor and present concepts and recommendations.
2. Knowledge of the Sri Lankan banking, public finance, economics or public administration topics a plus.
SKILLS AND ABILITIES
1. Strong interpersonal skills with ability to work within structure of government agency.
2. Proven organizational and administrative skills.
3. Computer literacy with experience in utilization of the Internet for project research.
4. Must have ability to work autonomously, meet regular deadlines as well as conduct independent research.
5. Knowledge of financial spreadsheets and analysis.
6. Ability to prepare correspondence, arrange conferences/workshops/meetings.
7. Ability to communicate effectively with government officials
KEY PERFORMANCE AREAS/OUTPUTS
1. Develop and maintain active, professional contacts with mid- and senior-level staff; contacts will indude staff such as Deputy Ministers, Director and Assistant Director Generals, Directors and Assistant Directors.
2. Coordinate and schedule meetings with officials of the government, multi-lateral organizations, and the private sector at the direction of the Advisor.
3. Assist in the development of agendas for work groups, distribute agendas, arrange for meeting space and other logistics, and attend meetings.
4. Develop a system to maintain control of records and files pertaining to the project including correspondence, reports, work plans, monthly reports, agendas and other such documents.
5. Translate documents to/from English and Sinhala to be presented to counterparts or used internally.
6. Read and annotate publications and reports in English, and Sinhala for matters of interest identified by the advisor, including ad hoc translation of short texts of an urgent nature.
7. Attend meetings with international and local consultants, including providing support as requested.
8. Assist and liaise with consultants and advisors from other organizations.
OUTPUTS
1. Weekly detail report of work accomplishments.
2. Reporting on meetings and discussions in the form of executive summaries.
3. Other policy notes and papers as appropriate.
4. Document translations.
